This is just one of many out there. Look at his eyes. See the cold stare? No one home. How do you get to or through to someone who has been so thoroughly programmed and indoctrinated with violence from the time they learn to walk? Social Engineering at is nightmarish, efficient peak.

If I had any questions it would be the following.
1. Did he kill for sport/ fun? If so string him up and hang him high.
2. Did he kill to avenge being persistantly physically or verbally assaulted or defamed for fun or sport? If so release and reward him, he did society the service of pest control.
3. Did he kill because he was directed by people with a political agenda aimed at changing the laws?
If so who are those people and where can we find them?

This has a distinctive MK Ultra feel about it, much like Sandy Hook and the Dark knight rises cinema massacre.
I would suggest No 3 is the most likely scenario here Steven.
