<p style="text-align:justify;"><em><strong>The main organization funding/fueling/fomenting all this unrest has been the National Endowment for Democracy, a US-funded intelligence organ aimed at bringing down governments the US deems unfriendly. It has been this group that was responsible for the &#8216;color revolutions&#8217; of Eastern Europe and which is actively working in Iran, Syria, Russia and other countries in the interests of destabilizing these nations in the name of &#8216;freedom&#8217;. Two of the main offshoots of the NED are the International Republican Institutute (headed by Sen. John McCain, son of the same US Navy Admiral who oversaw the coverup of Israel&#8217;s deliberate attack on the USS LIBERTY that almost brought about WWIII) and the National Democratic Institute, headed by Madeline Allbright, former US Secretary of State who once said that the deliberate deaths of over 500,000 Iraqi children as a result of the Zionist-sponsored sanctions against that country were &#8216;justified&#8217;.</strong></em></p>
<p style="text-align:justify;"><em><strong>THESE &#8216;AMERICANS&#8217; being detained by Egypt are not just spies, but SABATERS who are there to destabilize that country as a preparatory step to war with Israel so that the Jewish state can recapture the territory she was forced to concede at the Camp David Peace Accords in 1979 and which she considers to be part of &#8216;biblical&#8217; Israel.</strong></em></p>

<p style="text-align:justify;"><strong>WASHINGTON — Building tensions between the United States and <a title="More news and information about Egypt." href="http://topics.nytimes.com/top/news/international/countriesandterritories/egypt/index.html?inline=nyt-geo">Egypt</a> flashed into the open Thursday when Cairo confirmed that it had barred at least a half-dozen Americans from leaving the country and the Obama administration threatened explicitly to withhold its annual aid to the Egyptian military.       </strong></p>

<div><strong>The travel ban came to light on Thursday after the <a title="Web site" href="http://www.iri.org/">International Republican Institute</a>, an American-backed democracy-building group, disclosed that the Egyptian authorities had stopped its Egypt director, Sam LaHood, at the Cairo airport on Saturday before he could board a flight to Dubai in the United Arab Emirates.       </strong></div>

<p><strong>Mr. LaHood is the son of <a title="More articles about Ray LaHood." href="http://topics.nytimes.com/top/reference/timestopics/people/l/ray_lahood/index.html?inline=nyt-per">Ray LaHood</a>, the secretary of transportation and a former Republican congressman from Illinois. He is one of six Americans working for the Republican Institute or its sister organization, the <a href="http://www.ndi.org/">National Democratic Institute</a>, whom Egypt has blocked from leaving as part of a politically charged criminal <a title="Times article" href="http://www.nytimes.com/2011/12/30/world/middleeast/egypts-forces-raid-offices-of-us-and-other-civil-groups.html">investigation</a> into their activities.       </strong></p>
<p><strong>Just a day before Mr. LaHood was detained temporarily, President Obama had warned Egypt’s leader, Field Marshal Mohamed Hussein Tantawi, that this year’s American military aid hinged on satisfying new Congressional legislation requiring that Egypt’s military government take tangible steps toward democracy, said three people briefed on the conversation.       </strong></p>
<p><strong>Mr. Obama referred specifically to the criminal inquiry into several democracy-building groups with foreign financing, including the Republican Institute, the people who were briefed said, and he made clear that Egypt had not fulfilled the Congressional requirements, but Field Marshal Tantawi did not seem to believe him.       </strong></p>
<p><strong>Then, after the travel ban on the Americans became public on Thursday, the administration made the warning public as well. “It is the prerogative of Congress to say that our future military aid is going to be conditioned on a democratic transition,” Michael H. Posner, an assistant secretary of state responsible for human rights issues, said at a previously scheduled press conference in Cairo on Thursday.       </strong></p>
<p><strong>Raids last month on nongovernmental organizations, along with respect for basic rights, he said, are “very much a part of that package.” He said repeatedly that the military aid was now at stake and that the treatment of the American-backed groups had set off a Congressional outcry. “Obviously any action that creates tension with our government makes the whole package more difficult.”       </strong></p>
<p><strong>State Department officials said that it was the first time in three decades that American military aid to Egypt was at risk. That aid, $1.3 billion a year, has always been sacrosanct as the price the United States pays to preserve Egypt’s 1979 peace treaty with Israel. Though members of Congress have talked this year of imposing conditions on American aid to Egypt, the Obama administration had previously opposed the idea.       </strong></p>
<p><strong>The White House negotiated intensely to allow the president the option of waiving the conditions, if necessary, in the name of national security. Now Hillary Rodham Clinton, the secretary of state, is required to certify that Egypt is making democratic progress — carrying out “policies to protect freedom of expression, association and religion, and due process of law” — before releasing the aid this fiscal year.       </strong></p>
<p><strong>Representative Frank R. Wolf, a Republican from Virginia who serves on the House Appropriations Committee, said the Egyptian government continued to flout American efforts and to undermine democratic rights. “This is out of control,” Mr. Wolf said on Thursday. “If the administration follows the law, there’s no way they can continue the aid.”       </strong></p>
<p><strong>The issue has already become subject of “an active debate” within the administration, one senior State Department official said. “I hesitate to say that we have clear assurances of what’s going to happen,” the official said. “I think they understand the importance we attach to this issue and the value actually for Egypt on moving ahead on these questions.”       </strong></p>
<p><strong>A tug of war between Washington and Cairo over American aid for Egyptian human rights and democracy-building groups goes back to the era of former President Hosni Mubarak. To maintain control over organizations that might pose potential challenges to his government, Mr. Mubarak required nonprofit groups to obtain licenses, which were almost never issued.</strong></p>
<p><strong>Instead, the generals have echoed the Mubarak government’s refrain that any unrest was the work of “foreign hands.” Often, the military-led government has pointed specifically at Washington, suggesting that the United States was financing Egyptian groups behind the frequent turmoil in the streets.</strong></p>

<div><strong>Last spring, the military-led government initiated a formal criminal investigation into foreign financing of nonprofit groups. Then, in December, investigators accompanied by squads of heavily armed riot police officers raided as many as seven rights groups, including four backed by American government funds. The raids were heavily criticized by American officials, lawmakers and advocacy groups.       </strong></div>

<p><strong>Sam LaHood said in an interview that his organization had cooperated with the inquiry, which is being conducted by judges at a court in Cairo. At the request of investigators, he had already signed a statement on a copy of his passport pledging to be available for his next interrogation. He said that 17 members of the group’s staff had been interrogated and three called back for a second session.</strong></p>
<p><strong>“It is not like we were ducking them,” he said.       </strong></p>
<p><strong>In Cairo, officials of the Justice Ministry and the public prosecutor’s office could not be reached for comment. Amr Roshdy, a spokesman for the Egyptian Foreign Ministry, said the travel restrictions were “a purely judicial process,” imposed at the request of the attorney general. Told that the furor over the handling of the investigations could affect American aid to Egypt, he paused and then said, “Really?”       </strong></p>
<p><strong>Since the fiscal year began in October, the United States has not provided any money, though portions of last year’s budget are still in the pipeline. The administration has budgeted an additional $250 million in economic assistance, but that is not subject to the certification. All aid, however, is subject to a separate requirement that Egypt abide by the peace treaty with Israel. Officials have said that the current military funds will dry up by March.       </strong></p>
<p><strong>The administration has welcomed many recent steps in Egypt, including the seating of a new Parliament this week after elections that were broadly viewed as free and fair, and the partial lifting of a longstanding emergency law. But the raids against the nonprofit groups have become politically explosive.       </strong></p>
<p><strong>In addition to Mr. LaHood, four other employees from the Republican Institute, including two Americans, had been barred from travel. Officials of the National Democratic Institute said that six of its employees had been banned, including three Americans.       </strong></p>
<p><strong>Lorne W. Craner, of the Republican Institute, noted that the Egyptian government had promised senior American officials that they would close the investigation and return documents, computers and cash that were seized.       </strong></p>
<p><strong>“Here we are all these weeks later and all these assurances later, and things are getting worse,” Mr. Craner said in Washington.       </strong></p>
<p><strong>Mr. LaHood said that he wondered if he might be brought up on trial. “It is ludicrous, but the whole thing is ludicrous,” he said.</strong></p>

<p><strong>There’s always a <a href="http://images.travelpod.com/users/acres_wild/1.1302097122.the-storm-on-the-horizon.jpg">Looming   Danger</a>, an Ominous Threat lurking somewhere – that’s the War Party’s bread-and-butter.   Back in the day, it was <a href="http://original.antiwar.com/buchanan/2011/09/01/looking-back-at-the-good-war/">the   Germans</a>, who were going to cross the Atlantic and meet their Japanese allies   <a href="http://bigthink.com/ideas/26571">somewhere near the Mississippi</a>.   Then it was <a href="http://www.history.com/this-day-in-history/eisenhower-gives-famous-domino-theory-speech">the   Commies</a>, who were not only in the process of swallowing Asia but supposedly   had their <a href="http://www.claremont.org/publications/crb/id.1375/article_detail.asp">Fifth   Column</a> right here in the US, ready willing and able to take the Capitol   at a signal from the Kremlin. After that there was <a href="http://www.youtube.com/watch?v=sfWz20nDAyI">some</a> <a href="http://www.youtube.com/watch?v=BYIiuIgIOY4">hesitation</a> in deciding   just who or what would take the place of the Red Threat, but that was decided   on September 11, 2001, when Osama bin Laden’s <a href="http://www.antiwar.com/blog/2005/12/15/from-spain-to-indonesia/">Global   Caliphate</a> emerged as the Bogeyman of the moment. It turned into quite a   long moment, as we have seen, one that still lingers to this day, even after   bin Laden’s death and the <a href="http://www.washingtonpost.com/world/national-security/al-qaeda-targets-dwindle-as-group-shrinks/2011/11/22/gIQAbXJNmN_story.html">crushing</a>   of al-Qaeda: Americans, being sentimentalists, hang on to their villains long   after their shelf life has expired.</strong></p>
<p><strong>That’s because these dark eminences are alluring, in their way: the narratives   we construct tell us a story we can be proud of, a tale of derring-do in which   the American people are made of <a href="http://www.strategypage.com/qnd/topten/articles/20060420.aspx">Heroic   Stuff</a>, holding aloft the Torch of Freedom lest it be extinguished by rampaging   hordes of <a href="http://www.bibliotecapleyades.net/sociopolitica/sociopol_waronterror29.htm">Orcs</a>,   sacrificing their pelf, their liberty – and, often, their lives – in the name   of Saving the World.</strong></p>
<p><strong>The Threat has great value to our rulers: they cling to this narrative because it justifies their power, and their insatiable desire for more. President Barack Obama started out his recent <a href="http://www.washingtonpost.com/politics/state-of-the-union-2012-obama-speech-excerpts/2012/01/24/gIQA9D3QOQ_story.html">state of the union address</a> by invoking the Threat and holding up the military’s response to it as a shining example:</strong></p>
<p><strong><em>“These achievements are a testament to the courage, selflessness, and teamwork of America’s armed forces. At a time when too many of our institutions have let us down, they exceed all expectations. They’re not consumed with personal ambition. They don’t obsess over their differences. They focus on the mission at hand. They work together. Imagine what we could accomplish if we followed their example.”</em></strong></p>
<p><strong>Yes, just imagine if civil society was organized along military lines, with   all of us taking orders from our commander-in-chief – what a <a href="http://www.nytimes.com/2011/06/16/opinion/16kristof.html">glorious  time</a> it would be!</strong></p>
<p><strong>Our rulers invoke these militaristic metaphors as exhortations to get us in line:  we hear much about “unity,” “unselfishness,” glorification of “the mission” (whose mission?). These are the bromides uttered by tyrants and would-be tyrants, who would love to   turn society into a civilian army.   Their vision of the future is of a collective marching in lockstep down the road to whatever hellish fate they have in store for us.</strong></p>
<p><strong>These days, however, they are having a harder time convincing us of the reality   of the Threat. This is true for a number of reasons, but the main source of   our skepticism is the overwhelming certainty that the Threat is coming not from   without but from within. No, not in the presence of <a href="http://voices.washingtonpost.com/44/2010/08/newt-gingrich-compares-ground.html">those   Mooslims</a>, in spite of the <a href="http://original.antiwar.com/engelhardt/2010/12/19/the-great-fear/">Israel</a> <a href="http://www.americanprogress.org/issues/2011/08/islamophobia.html">Lobby</a>‘s   <a href="http://www.metro.us/newyork/local/article/1080575--ray-kelly-nypd-police-chief-regrets-role-in-the-third-jihad-controversial-islamic-film">best   efforts</a>: no, not from the long-gone Commie Conspiracy or the “militias”   that were the <a href="http://www.time.com/time/covers/0,16641,19950508,00.html">favored   bogeyman</a> of the Clinton era. Instead, the Threat springs from something   deeper, a force connected to the way our society works and has been working   since the inauguration of the modern era: it is the <a href="http://www.bloomberg.com/news/2010-08-11/u-s-is-bankrupt-and-we-don-t-even-know-commentary-by-laurence-kotlikoff.html">looming   threat</a> of national bankruptcy.</strong></p>
<p><strong>We look at <a href="http://www.reuters.com/article/2012/01/24/us-greece-ratings-sp-idUSTRE80N15C20120124">Greece   in default</a>, at <a href="http://www.huffingtonpost.com/2012/01/13/sp-france-debt-rating_n_1205046.html">failing   France</a>, at <a href="http://www.rte.ie/news/2012/0126/italy-business.html">Italy   in arrears</a>, and see our future: on the left and the right, the voices of   panic are rising. Listen to what George Soros <a href="http://www.thedailybeast.com/newsweek/2012/01/22/george-soros-on-the-coming-u-s-class-war.html">has   to say</a>:</strong></p>
<p><strong><em>“’</em><em>At times like these, survival is the most important thing,’ he says, peering through his owlish glasses and brushing wisps of gray hair off his forehead. He doesn’t just mean it’s time to protect your assets. He means it’s time to stave off disaster. As he sees it, the world faces one of the most dangerous periods of modern history—a period of ‘evil.’ Europe is confronting a descent into chaos and conflict. In America he predicts riots on the streets that will lead to a brutal clampdown that will dramatically curtail civil liberties. The global economic system could even collapse altogether.”</em></strong></p>
<p><strong>“A period of ‘evil’” – that’s what’s in store for us, says the man who <a href="http://www.investopedia.com/ask/answers/08/george-soros-bank-of-england.asp#axzz1kdHtm6AO">broke   the Bank of England</a> and is one of the richest men on earth, an apocalyptic   vision that will sweep away all we have known, and loved:</strong></p>
<p><strong><em>“As anger rises, riots on the streets of American cities are inevitable. ‘Yes, yes, yes,’ he says, almost gleefully. The response to the unrest could be more damaging than the violence itself. ‘It will be an excuse for cracking down and using strong-arm tactics to maintain law and order, which, carried to an extreme, could bring about a repressive political system, a society where individual liberty is much more constrained, which would be a break with the tradition of the United States.’”</em></strong></p>
<p><strong>On the other side of the political spectrum, we hear similar prophecies of doom, although there is nothing gleeful about  Rep. Ron Paul’s reaction to his own <a href="http://dailyreckoning.com/ron-paul-theres-anger-theres-going-to-be-riots-in-the-streets/">dark vision</a> of the future:</strong></p>
<p><strong><em>&#8220;There’s going to be anger, and there’s going to be riots in the streets as well. </em><em>But this is all a consequence of the fact that — why and how do governments spend like this? It’s because they don’t have sound money. When we run up deficits, we tax, but never enough. We can’t tax, it would ruin the economy. Then we borrow, and we get away with that for a long time. But we rely on the printing presses from the Federal Reserve to create the money, and that’s where the problem is.</em>&#8220;</strong></p>
<p><strong>The Pentagon agrees with the Soros-Paul scenario: the threat of an economic   collapse has been in their sights since the crash of ’08. The most recent threat   assessment points to “<a href="http://www.cnas.org/blogs/abumuqawama/2010/01/here-it-real-deal-holyfield-qdr.html">economic   instability</a>” as our rulers’ chief worry. The Army recently conducted a year-long   war game dubbed “<a href="http://www.lewrockwell.com/slavo/slavo23.1.html">Unified   Quest 2011</a>,” centered around how to deal with a &#8220;<a href="http://www.youtube.com/watch?v=qJQoPrZaDu8">large   scale economic breakdown</a>&#8221; <a href="http://www.youtube.com/watch?v=qJQoPrZaDu8">in   this country</a>.</strong></p>
<p><strong>The “threats” of the past sixty years have receded: America’s military might   is unchallenged. Yet a new Threat is rising, not from without but from within   – an <a href="http://www.federalreserve.gov/">economic cancer</a> eating away   at the very heart of our society. We had a taste of it in ’08, and in spite   of the Obama-bots’ Pollyannaish predictions of “recovery,” ordinary people see   nothing but trouble on the horizon. This is a real threat, unlike the others,   one that cannot be fought by our matchless military, or even negotiated with   – and it is coming.</strong></p>
<p><strong>American’s national security is in danger, but to listen to our politicians (Paul excepted), you’d think we had nothing to worry about: it’s business as usual. Yet as dark clouds gather on the horizon, and lightning splits the sky, we shiver in our homes and wonder when and how the storm will break.</strong></p>

<p id="spIntroTeaser"><strong>Iran is preempting the European Union’s embargo on their oil, <a href="http://www.spiegel.de/international/world/0,1518,811507,00.html">deciding to cut off exports to Europe six months before the embargo is set to take place. </a></strong></p>
<p><strong>The EU embargo on Iranian oil, pushed stringently by the United States, was delayed for six months to let economically <a href="http://news.antiwar.com/2012/01/12/eu-ban-on-iranian-oil-will-harm-troubled-european-economies/">troubled countries such as Greece, Italy and Spain find alternative supplies</a>. Some 500,000 barrels arrive in Europe every day from Iran. But the U.S. had been successful in pressuring EU countries to inflict more economic pain on themselves by cutting off one of their main oil suppliers.</strong></p>
<p><strong>These measures aren’t only harming the EU economies, <a href="http://www.antiwar.com/blog/2012/01/25/obama-is-making-ordinary-iranians-suffer-so-he-can-get-reelected/">they are impoverishing the Iranian people</a>. Jobs are being lost because the oil sector is weakened and rampant inflation caused by sanctions targeted on the central bank have pushed the price of meat and milk up 50 percent.</strong></p>
<p><strong>“People are buying less because the prices have gone up,” Iranian-American scholar Haleh Esfandiari <a href="http://www.cnn.com/2012/01/23/world/meast/iran-sanctions-effects/index.html">said</a>. “That affects the shopkeepers. It’s a vicious cycle.” An Iranian interviewed on the subject said, “People are hungry and this is why crime has gone up.”</strong></p>
<p><strong>The move to cut off exports to the EU before the embargo sets in is an illustration of how poorly the sanctions program on Iran has worked. Instead of pressuring the Iranian government to conform to the wishes of the U.S. and its western allies, it has emboldened the regime.</strong></p>

<h2><strong>The EU has decided on sanctions that Tehran has long said would represent a declaration of war. What will follow?</strong></h2>
<p><strong><span id="more-34786"></span>The decision to impose an EU <a title="More from guardian.co.uk on Oil" href="http://www.guardian.co.uk/business/oil">oil</a> embargo on <a title="More from guardian.co.uk on Iran" href="http://www.guardian.co.uk/world/iran">Iran</a>, agreed on Monday by European foreign ministers, sets a potential bomb ticking, timed to detonate on 1 July.</strong></p>

<p><strong>On that day, according to the package of measures on the table in Brussels, <a title="More from guardian.co.uk on Europe" href="http://www.guardian.co.uk/world/europe-news">Europe</a> will stop importing oil from Iran, about a fifth of the country&#8217;s total exports. At about the same time, US sanctions targeted at the global financing of Iran&#8217;s oil trade will also kick in. Iran could still export some of its oil to Asia, but at big discounts.</strong></p>
<p><strong>Unlike previous sanctions on Iran, the oil embargo would hit almost all citizens and represent a threat to the regime. Tehran has long said such actions would represent a declaration of war, and there are legal experts in the west who agree.</strong></p>
<p><strong>The threat of an immediate clash in the Gulf appeared to recede over the weekend when the USS Lincoln aircraft carrier and its task force, including the British frigate HMS Argyll and a French warship, travelled through the strait of Hormuz without incident. This was despite warnings earlier this month from the Iranian Islamic Revolutionary Guard Corps (IRGC) that it would oppose the return of a US carrier to the region.</strong></p>
<p><strong>But tensions are almost certain to build again as the effective date of the oil sanctions approaches. The US has already begun beefing up its military presence in the region, and the IRGC is planning new naval war games next month. Rear Admiral Ali Fadavi told the Fars news agency earlier this month that the upcoming exercises, codenamed &#8220;the Great Messenger&#8221;,  would be different from previous war games, without going into detail.</strong></p>
<h2><strong>Iran&#8217;s oil supply</strong></h2>
<p><strong>The strait of Hormuz is the kink in the hose of the Gulf&#8217;s oil supply to the world. A small amount of pressure can have a disproportionate effect, sending world crude prices soaring and starving the world&#8217;s oil-dependent economies.</strong></p>
<p><strong>At its narrowest point, between the Oman peninsula and the Iranian islands off Bandar Abbas, the strait is 20 miles wide, but the channels down which more than a third of the world&#8217;s ocean-borne oil flows – 17m barrels a day – are even more tenuous. The tanker lanes going in each direction are just 2 miles wide in parts, through the deep water off Oman and then again, further west, inside Iranian territorial waters.</strong></p>
<p><strong>This is where oil tankers are most vulnerable to an Iranian attempt to turn off the global petrol pump. It was enough for an Iranian official to simply raise the prospect of closing the strait, in retaliation for the threat of sanctions, for the world price of crude to rise to $115 (£74) a barrel. Maintained over the long term, that is costly enough to strangle any hint of a global economic recovery.</strong></p>
<p><strong>That is what makes Iranian naval action in the Gulf such a potent weapon. But it is a decidedly double-edged one, potentially more lethal to Iran than its adversaries. For, while Saudi Arabia can bypass the strait by pipeline, all of Iran&#8217;s oil terminals are west of the choke point. Iran would cut off its own lifeblood, which accounts for more than 60% of its economy.</strong></p>
<p><strong>Furthermore, the US has made clear that interruption to sea traffic in the Gulf would be a &#8220;red line&#8221;, triggering an overwhelming military response in which Iran&#8217;s nuclear facilities would be on the target lists. Until now, the <a title="More from guardian.co.uk on US military" href="http://www.guardian.co.uk/world/us-military">US military</a> has ruled out strikes on the nuclear programme, as the costs of starting a war with Iran outweigh the gains of setting the programme back, in defence secretary Leon Panetta&#8217;s estimation, one or two years at most. But if the US was going to war anyway over oil, that cost-benefit analysis would change.</strong></p>
<p><strong>So closing the strait outright would be – if not suicidal – an exercise in extreme self-harm for Iran. But the choice facing Tehran is not a binary one.</strong></p>
<p><strong>There is a spectrum of options falling well short of total closure; forms of harassment of the oil trade that would drive the price of crude up and keep it up, very much to Iran&#8217;s benefit, but fall short of a <em>casus belli</em> for war. However, exercising such options requires subtlety and fine judgment on all sides and that is by no means a given.</strong></p>
<p><strong>In a period of sustained high tension, an over-zealous Iranian Revolutionary Guards commander could seize his moment to start a war, or a nervous American captain, his vessel just seconds from Iran&#8217;s anti-ship missiles, could just as easily miscalculate. The last time Iran and America played chicken in this particular stretch of water, in 1988, a missile cruiser called the USS Vincennes shot down an Iranian Airbus, killing 290 civilians including 66 children.</strong></p>
<p><strong>The shadow of Iran Air 655 hangs over the current standoff, as a reminder of how even the world&#8217;s mightiest and most advanced militaries cannot necessarily control a situation in which tensions have been allowed to escalate.</strong></p>
<h2><strong>US military options</strong></h2>
<p><strong>There is no doubting the overwhelming firepower at America&#8217;s disposal. The US Fifth Fleet, whose job it is to patrol the Gulf, is expected to be beefed up from one to two aircraft carriers. Meanwhile, as it has pulled its troops out of Iraq, the Pentagon has quietly boosted its army&#8217;s presence in Kuwait. The Los Angeles Times reported that it now has 15,000 troops there, including two army brigades and a helicopter unit. The US is also bolstered by the significant naval presence of its British and Gulf allies.</strong></p>
<p><strong>The Iranian military looks puny by comparison, but it is powerful enough to do serious damage to commercial shipping. It has three Kilo-class Russian diesel submarines which run virtually silently and are thought to have the capacity to lay mines. And it has a large fleet of mini-submarines and thousands of small boats armed with anti-ship missiles which can pass undetected by ship-borne radar until very close. It also has a &#8220;martyrdom&#8221; tradition that could provide willing suicide attackers.</strong></p>
<p><strong>The Fifth Fleet&#8217;s greatest concern is that such asymmetric warfare could be used to overpower the sophisticated defences of its ships, particularly in the narrow confines of the Hormuz strait, which is scattered with craggy cove-filled Iranian islands ideal for launching stealth attacks.</strong></p>
<p><strong>In 2002, the US military ran a $250m (£160m) exercise called Millennium Challenge, pitting the US against an unnamed rogue state with lots of small boats and willing martyr brigades. The rogue state won, or at least was winning when the Pentagon brass decided to shut the exercise down. At the time, it was presumed that the adversary was Iraq as war with Saddam Hussein was in the air. But the fighting style mirrored that of the Iranian Revolutionary Guard.</strong></p>
<p><strong>In the years since, much US naval planning has focused on how to counter &#8220;swarm tactics&#8221; – attacks on US ships by scores of boats, hundreds of missiles, suicide bombers and mines, all at once.</strong></p>
<p><strong>&#8220;Every couple of weeks in Washington you can go to a different conference on swarming,&#8221; said Sam Gardiner, a retired US air force colonel who has taught strategy and military operations at the National War College. &#8220;War games have shown that swarming, missiles and mines all together put a strain on the capacity of ships to defend themselves. Your challenge is how to protect your minesweepers from swarming techniques.&#8221;</strong></p>
<p><strong>One of the US naval responses has been to develop a new kind of fighting vessel, <a title="" href="http://www.naval-technology.com/projects/littoral/">the littoral combat ship (LCS)</a>, tailor-made for countering Iran&#8217;s naval tactics. The LCS is sleek, small and agile with a shallow draft and high speeds, allowing it to operate along island-pocked coastlines.</strong></p>
<p><strong>At the low-tech end of the scale, the Fifth Fleet is reported to have deployed a significant number of dolphins trained to seek out mines.</strong></p>
<p><strong>Ultimately, the US response to swarming will be to use American dominance in the air and multitudes of precision-guided missiles to escalate rapidly and dramatically, wiping out every Iranian missile site, radar, military harbour and jetty on the coast. Almost certainly, the air strikes would also go after command posts and possibly nuclear sites too. There is little doubt of the effectiveness of such a strategy as a deterrent, but it also risks turning a naval skirmish into all-out war at short notice.</strong></p>
<h2><strong>Iranian tactics</strong></h2>
<p><strong>For that reason, most military analysts argue that if Iran does decide to exact reprisals for oil sanctions, it is likely to follow another route. Gardiner believes the most likely model will be the &#8220;tanker war&#8221; between Iran and Iraq from 1984 to 1987. The aim would be to raise insurance premiums and other shipping costs, and so boost oil prices as a way of inflicting pain on the west and replacing revenues lost through the embargo.</strong></p>
<p><strong>&#8220;They wouldn&#8217;t necessarily do anything immediately. If they do what they did in the tanker war, a mine would be hit and it wouldn&#8217;t be clear exactly how long it had been there. Things like that push up the price of oil. People talk about a spike in oil prices, but it might be more like a plateau,&#8221; Gardiner said.</strong></p>
<p><strong>&#8220;The answer is not to escalate. You start protecting tankers and searching for mines.&#8221;</strong></p>
<p><strong>Even if Iran decides on retaliation, there is no reason for it to be confined to an immediate response in the strait. It could target the oil price with acts of sabotage aimed at Arab state oil facilities along the southern shore of the Gulf, or western interests could be targeted anywhere around the world, months or years after the imposition of an embargo.</strong></p>
<p><strong>Adam Lowther, of the US air force&#8217;s Air University, pointed out recently on the Diplomat blog that Iran&#8217;s &#8220;ministry of intelligence and national security (MOIS), Iran&#8217;s espionage service, is among the most competent in the world&#8221;.</strong></p>
<p><strong>&#8220;Over the past 30 years, MOIS agents have successfully hunted down and assassinated dissidents, former officials of the shah&#8217;s government, and real or perceived threats to the regime. MOIS is still capable of carrying out assassinations, espionage, and other kinetic attacks against government and civilian targets. The spy service is also likely to have covert agents in the <a title="More from guardian.co.uk on United States" href="http://www.guardian.co.uk/world/usa">United States</a>,&#8221; Lowther said.</strong></p>
<p><strong>Ehsan Mehrabi, an Iranian journalist specialising in military and strategic issues who recently left the country, wrote on the Inside Iran website: &#8220;I recall a famous Iranian idiom that was quite popular among the military officials: &#8216;If we drown, we&#8217;ll drown everyone with us&#8217;. They were pretty clear about their intention. If attacked by a western power, the war would not be contained within the Iranian borders. The entire world would become Iran&#8217;s battleground – at least this was their thinking.&#8221;</strong></p>
<p><strong>Obama administration officials believe that last year&#8217;s Washington bomb plot, in which Revolutionary Guard officials are alleged to have planned to kill the Saudi ambassador to the US by blowing up his favourite restaurant in the American capital, could have been an attempt to settle scores for some past incident.</strong></p>
<p><strong>Bruce Riedel, a former senior CIA official said recently at a seminar in Washington organised by the Atlantic Council: &#8220;One of the ways Iran can hurt us which is not often talked about is Iranians&#8217; capacity to hurt us in Obama&#8217;s war, in Afghanistan. The Iranians are already superbly placed to make the war in the Afghanistan – which is already difficult – impossible.&#8221;</strong></p>
<p><strong>All these options however represent high-risk strategies, fraught with risks of miscalculation. In the tanker war scenario, maintaining the line between war and peace would, in effect, be delegated to relatively junior officers, forced to make high-stakes decisions in a matter of seconds, the exact set of circumstances that led to the 1988 Airbus disaster. Even if Washington and Tehran remain determined to avoid an all-out war, with every passing month there is a rising chance of one breaking out by accident.</strong></p>

<p><strong>Congregation Beth Shalom in Corona, California has sent Mel Gibson a letter in hopes of guilting him into forking over some cash to bail them out of a bad investment they made on their local synagogue. Apparently, the group took out a giant loan that they can’t afford to pay back and are now facing foreclosure.</strong></p>
<p><strong>In a move reminiscent of something out of post-war Germany, the Southern California synagogue is looking to Gibson as though he should pay some kind of “Holocaust” style reparations for the so-called anti-Semitic <a href="http://www.tmz.com/2006/07/28/gibsons-anti-semitic-tirade-alleged-cover-up/" target="_blank">tirade</a> he made back in 2006.</strong></p>
<p><strong>I guess it’s not enough that Mel has already spent millions of dollars contributing to Jewish charities, including $5 million to the Jewish Cedars Sinai Hospital. Not to mention getting down on his knees and apologizing to the Jewish community on numerous occassions—only to have his career railroaded anyway.</strong></p>
<p><strong>Entertainment website <em><a href="http://www.tmz.com/2012/01/27/mel-gibson-temple-anti-semitic-contribution/" target="_blank">TMZ </a></em>apparently got<em> </em>their hands on the <a href="http://www.tmz.com/2012/01/27/mel-gibson-temple-anti-semitic-contribution/" target="_blank">letter</a>. Here’s what it says:</strong></p>
<p><strong><em>“Our proposal to you, Mr. Gibson, is since you have been cited as an Anti-Semitic, and have denied those allegations, what better way to prove to all your fans and the nay Sayers — than to endorse and help raise funds for our cause — SOS, Save Our Synagogue…“Mr. Gibson, we offer you to be a Mensch and make a sizable contribution to our cause.”</em></strong></p>
<p><strong>That’s what you call CHUTZPAH, folks!</strong></p>

<p><strong>A CIA operative&#8217;s unusual assignment inside the New York Police Department is being cut short after an internal investigation that criticized how the agency established its unprecedented collaboration with city police, The Associated Press has learned.</strong></p>
<p><strong>In its investigation, the CIA&#8217;s inspector general faulted the agency for sending an officer to New York with little oversight after the Sept. 11, 2001, terrorist attacks and then leaving him there too long, according to officials who have read or been briefed on the inquiry. They spoke only on condition of anonymity because they weren&#8217;t authorized to discuss the investigation. The CIA said last month that the inspector general cleared the agency of any wrongdoing.</strong></p>
<p><strong>The inspector general opened its investigation after a series of AP articles that revealed how the NYPD, working in close collaboration with the CIA, set up spying operations that put Muslim communities under scrutiny. Plainclothes officers known as &#8220;rakers&#8221; eavesdropped in businesses, and Muslims not suspected of any wrongdoing were put in intelligence databases.     </strong></p>
<p><strong>      The CIA officer cited by the inspector general for operating without sufficient supervision, Lawrence Sanchez, was the architect of spying programs that helped make the NYPD one of the nation&#8217;s most aggressive domestic intelligence agencies. The programs have drawn criticism from Muslims as well as New York and Washington lawmakers.</strong></p>
<p><strong>On Thursday, Muslim activists urged Police Commissioner Ray Kelly to resign and invoked the legacy of the 1960s FBI program COINTELPRO, which spied on political and activist groups.</strong></p>
<p><strong>&#8220;We the people find ourselves facing the specter of a 21st century COINTELPRO, once again in the name of safety and security,&#8221; said Imam Talib Abdur-Rashid of the Islamic Leadership Council of New York.</strong></p>
<p><strong>Sanchez, a CIA veteran who according to his biography spent 15 years overseas in the former Soviet Union, South Asia and the Middle East, was sent to New York to help with information sharing following the 9/11 attacks. While on the CIA payroll from 2002 to 2004, he also helped create and direct police intelligence programs. He then formally joined the NYPD while on a leave of absence from the CIA.</strong></p>
<p><strong>The loosely defined assignment strained relations with the FBI and two consecutive CIA station chiefs in New York who complained that Sanchez&#8217;s presence undermined their authority. U.S. officials have acknowledged that the rules were murky but they attributed that to the desperate push for better intelligence after the attacks.</strong></p>
<p><strong>Sanchez left the NYPD in 2010. Then, last July, the CIA sent one of its most senior clandestine operatives to work out of the NYPD. That&#8217;s the officer who now is leaving. While the internal investigation found problems with the oversight of Sanchez&#8217;s assignment, officials said the rules of the current arrangement were more clearly defined.</strong></p>
<p><strong>Even now, however, confusion remains.</strong></p>
<p><strong>Police Commissioner Kelly said the new officer was working at the NYPD to help share foreign intelligence. Federal officials, however, said he was there on a management sabbatical and was not sharing intelligence.</strong></p>
<p><strong>Kelly and the federal government also are at odds explaining the legal basis for a relationship between a local police department and the CIA, which is not allowed to spy domestically.</strong></p>
<p><strong>This fall, Kelly told the city council that the collaboration was authorized under a presidential order. But under those rules, the assignment would have had to have been approved by the CIA&#8217;s top lawyer. The AP reported last week there was no such approval.</strong></p>
<p><strong>A CIA spokeswoman, Jennifer Youngblood, said Sanchez was sent to New York at the direction of then-CIA Director George Tenet, who had the authority to move his officers around the world to make sure intelligence was being shared. That arrangement did not require the lawyer&#8217;s approval, she said.</strong></p>
<p><strong>&#8220;Context matters here,&#8221; Youngblood said. &#8220;The CIA stepped up cooperation with law enforcement on counterterrorism after 9/11. It&#8217;s hard to imagine that anyone is suggesting this was inappropriate or unexpected.&#8221;</strong></p>
<p><strong>The current officer, whose name remains classified, operates under a more formal arrangement, specified in writing that he works directly for the NYPD. Nevertheless, some U.S. lawmakers have expressed concerns about the assignment, and the federal government&#8217;s most senior intelligence official, Director of National Intelligence James Clapper, has said the arrangement looks bad and will be addressed.</strong></p>
<p><strong>The CIA officer is working as a special assistant to David Cohen, the NYPD&#8217;s top intelligence officer. Cohen did not respond to an email Thursday requesting comment.</strong></p>
<p><strong>It&#8217;s unclear exactly when the CIA officer will leave the police department and what his next job will be. A former station chief in Pakistan and Jordan, he is one of the CIA&#8217;s most experienced spies. His assignment in New York was expected to last a year.</strong></p>
<p><strong>Kelly, the police commissioner, has defended his department and its Demographics Unit, which monitored conversations in cafes and wrote reports on Muslim businesses. Kelly has said his officers only follow leads. But internal police documents obtained by the AP show that even the most generic lead was used to justify surveillance of entire neighborhoods. Officials involved in the effort also told the AP that the Demographics Unit actually avoided locations where criminal investigations were under way for fear of disrupting them.</strong></p>
<p><strong>Relations between the NYPD and the Muslim community were further strained this week when police acknowledged that it showed nearly 1,500 officers a training video featuring Kelly. The video portrayed Muslims wanting to &#8220;infiltrate and dominate&#8221; the United States. Kelly apologized but only after police spokesman Paul Browne falsely claimed that the segment showing Kelly had been lifted from a previous interview. Browne later acknowledged that Kelly sat for an exclusive interview with the filmmakers and that Browne himself suggested it.   </strong></p>

<p style="text-align:justify;"><strong>Defense Minister Ehud Barak said Friday the world must quickly stop Iran from reaching the point where even a &#8220;surgical&#8221; military strike could not block it from obtaining nuclear weapons.</strong></p>
<p style="text-align:justify;"><strong>Amid fears that Israel is nearing a decision to attack Iran&#8217;s nuclear program, Barak said tougher international sanctions are needed against Tehran&#8217;s oil and banks so that &#8220;we all will know early enough whether the Iranians are ready to give up their nuclear weapons program.&#8221;</strong></p>
<p style="text-align:justify;"><strong>Iran insists its atomic program is only aimed at producing energy and research, but has repeatedly refused to consider giving up its ability to enrich uranium.</strong></p>
<p style="text-align:justify;"><strong>&#8220;We are determined to prevent Iran from turning nuclear. And even the American president and opinion leaders have said that no option should be removed from the table and Iran should be blocked from turning nuclear,&#8221; Barak old reporters during the annual meeting of the World Economic Forum.</strong></p>
<p style="text-align:justify;"><strong>&#8220;It seems to us to be urgent, because the Iranians are deliberately drifting into what we call an immunity zone where practically no surgical operation could block them,&#8221; he said.</strong></p>
<p style="text-align:justify;"><strong>Barak called it &#8220;a challenge for the whole world&#8221; to prevent a nuclear-armed Iran but stopped short of confirming any action that could further stoke Washington&#8217;s concern about a possible Israeli military strike.</strong></p>
<p style="text-align:justify;"><strong>Separately, UN Secretary General Ban Ki-moon urged a resumption of dialogue between Western powers and Iran on their nuclear dispute.</strong></p>
<p style="text-align:justify;"><strong>He said Friday that Tehran must comply with Security Council resolutions and prove conclusively that its nuclear development program is not directed to making arms.</strong></p>
<p style="text-align:justify;"><strong>&#8220;The onus is on Iran,&#8221; said Ban, speaking at a press conference. &#8220;They have to prove themselves that their nuclear development program is genuinely for peaceful purposes, which they have not done yet.&#8221;</strong></p>
<p style="text-align:justify;"><strong>Ban expressed concern at the most recent report of the International Atomic Energy Agency that strongly suggested that Iran&#8217;s nuclear program, which it long has claimed is for development of power generation, has a military intent.</strong></p>
<p style="text-align:justify;"><strong>IAEA chief Yukiya Amano said at a Davos session that &#8220;we do not have that much confidence if Iran has declared everything&#8221; and its best information &#8220;indicates that Iran has engaged in activities relevant to nuclear explosive devices.&#8221;</strong></p>
<p style="text-align:justify;"><strong>&#8220;For now they do not have the capacity to manufacture the fuel,&#8221; he said. &#8220;But in the future, we don&#8217;t know.&#8221;</strong></p>
<p style="text-align:justify;"><strong>In spite of his tough words to Iran, Ban said that dialogue among the &#8220;three-plus-three&#8221; … Germany, France and Britain plus Russia, China and the United States … is the path forward.</strong></p>
<p style="text-align:justify;"><strong>&#8220;There is no other alternative for addressing this crisis than peaceful &#8230; resolution through dialogue,&#8221; said Ban.</strong></p>
<p style="text-align:justify;"><strong>Ban noted that there have been a total of five Security Council resolutions so far on the Iranian nuclear program, four calling for sanctions.</strong></p>
<p style="text-align:justify;"><strong>As tensions have been on the rise recently, some political leaders in Israel and the United States have been speaking increasingly of the possibility of a military strike to eliminate, or at least slow down, what they allege is a determined effort by Iran to obtain nuclear weapons.</strong></p>

<p style="text-align:justify;"><strong>A “massive” aerial and naval blockade of Iran, reminiscent of the 1962 U.S. quarantine of Cuba, is needed to stop the Islamic regime from pursuing nuclear weapons, Israeli Finance Minister Yuval Steinitz said.</strong></p>
<p style="text-align:justify;"><strong>The European Union’s ban on imports of Iranian crude and other economic sanctions “might not be sufficient” to deter Iran’s nuclear ambitions, Steinitz, 53, said today in an interview at Bloomberg’s headquarters in New York.</strong></p>
<p style="text-align:justify;"><strong>The gravity of a potential nuclear-armed Iran is such that stronger action is needed, he said. A “massive blockade,” so that “no one can even go out,” stands some chance of success, he said.</strong></p>
<p style="text-align:justify;"><strong>Iran has threatened retaliation, such as blocking the Strait of Hormuz, transit point for about a fifth of the global oil supply, if its oil shipping is obstructed. Under international law, a blockade is an act of war unless authorized by the UN Security Council.</strong></p>
<p style="text-align:justify;"><strong>Steinitz said the U.S. had “good experiences in the past,” referring to the 1962 missile crisis when President John F. Kennedy declared that any ships carrying missiles to Cuba would be forced to turn back.</strong></p>
<p style="text-align:justify;"><strong>“It worked,” said Steinitz. “Sometimes it might work. You have to at least try.”</strong></p>
<p style="text-align:justify;"><strong>Steinitz, a member of the conservative Likud Party, has called repeatedly for tougher action to prevent Iran from acquiring nuclear weapons.</strong></p>
<p style="text-align:justify;"><strong>EU Oil Ban</strong></p>
<p style="text-align:justify;"><strong>The EU agreed on Jan. 23 to ban oil imports from Iran starting July 1 as part of measures to ratchet up pressure on the country to give up activities that Israel, the U.S. and EU say are directed at giving Iran nuclear weapons capability. Iran said its nuclear program is peaceful, for electricity and medical purposes.</strong></p>
<p style="text-align:justify;"><strong>Iran’s Oil Ministry has played down the effects of EU sanctions on its economy, saying the move may lead to “heavy economic loss and damages” for Europe and that it has “no concerns” about finding new customers for its oil.</strong></p>
<p style="text-align:justify;"><strong>Steinitz said economic sanctions have taken their toll on Iran and cracks have begun to appear among Iran’s rulers.</strong></p>
<p style="text-align:justify;"><strong>“We know there are some doubts and some kind of internal debate already going on within the leadership on what to do and how much they are paying because they insist on accelerating the nuclear project,” he said. “They are already in severe economic difficulties so they are not totally insensitive” to pressure.</strong></p>
<p style="text-align:justify;"><strong>The EU measures include freezing the European assets of the Iranian central bank and Bank Tejarat, the last Iranian bank financing major trade with the EU, and banning trade in petrochemicals from Iran.</strong></p>
<p style="text-align:justify;"><strong>Suspicious Activities</strong></p>
<p style="text-align:justify;"><strong>Tensions over Iran’s nuclear program have increased since the Nov. 8 release of a International Atomic Energy Agency report citing “credible” evidence showing Iran worked on bomb components to lift the yield of a nuclear explosion.</strong></p>
<p style="text-align:justify;"><strong>Army General Martin Dempsey, the chairman of the U.S. Joint Chiefs of Staff, discussed Iran during talks in Israel last week with Prime Minister Benjamin Netanyahu, Defense Minister Ehud Barak and other officials. Defense Secretary Leon Panetta and other U.S. officials have warned Israel not to strike Iran’s nuclear facilities, which might trigger retaliatory attacks as well as a naval confrontation in the Strait of Hormuz.</strong></p>
<p style="text-align:justify;"><strong>United Nations Secretary General Ban Ki-moon today called for a “peaceful resolution” to the dispute and for Iran to keep open a critical shipping lane.</strong></p>
<p style="text-align:justify;"><strong>“The free passage of any ships in open seas should be respected and protected,” Ban said. “At the same time, I have been urging the parties to first of all try to defuse the tension. These rhetorics are not helpful.”</strong></p>
<p style="text-align:justify;"><strong>Iran, the second-biggest producer in the Organization of Petroleum Exporting Countries after Saudi Arabia, has threatened to close the Strait of Hormuz, the seaway linking the Persian Gulf with the Indian Ocean, if nations block its crude oil sales.</strong></p>
<p style="text-align:justify;"><strong>“We can keep the Strait of Hormuz open and we will do what is necessary to achieve that,” Ivo Daalder, the U.S. ambassador to NATO, told BBC Radio 4 on Jan. 23.</strong></p>
